Amplitube 3.5 runs perfectly fine in Studio One V2 on OS X Mountain Lion, both as 32 bit (if you run Studio One as a 32 bit app) and as 64 bit. The administrator privileges LAGinz mentioned doesn't apply on OS X.
It's a bit worrying that you talk about latency issues in GarageBand though. The current version of GarageBand will determine the buffer size from the performance of your machine. It tends to be pickier than I find necessary, but if you have severe latency issues there, that might indicate that your system isn't powerful enough.
What are your system specs?
BTW, you can force GarageBand to use a smaller buffer = lower latency. Close GarageBand. Download the free utility PrefSetter and open the com.apple.garageband preference file (it should be listed under User Preferences). Find the LargeBufferSize setting and change it to 'false', then Save. Use at your own risk etc. But the only adverse effect I suppose this change could have is if your system's too slow, you might get cracks'n'pops in GarageBand. Then just change the setting back to 'true'.
EDIT
-------------------
I must have been using 3.8 since I switched to Mountain Lion, not 3.5. 3.9 was just released, but I haven't tried it yet.
